You can only drop filled backpacks to the floor. thus you always end up with the empty pack in your inventory and you can only move non equipped gear into the legacy chest (just like the stash) as if you choose take all it transfers the items to the worn backpack without picking up the other pack at all you have to select pick all a 2nd time for that.
